Bespoke Procurement Activity (Housing and Blue Light)

Working in partnership with you, to determine and understand your forward plan (pipeline) of procurements, enabling a programmed support mechanism.

  • Option 1 – Light Touch – A supportive/light touch role to assist you through the procurement process
  • Option 2 – All Inclusive – Delivering the complete procurement process on your behalf

Option 1 – Light Touch

We’ll provide a supportive, critical friend role to assist you through the procurement process

Includes:

  • Issue formal written advice on the specification and documentation
  • Provide our standard Selection Questionnaire (SQ) and Invitation to Tender (ITT) documentation templates and draft contract documents
  • Advice on inclusion of social value in the tendering process
  • Review and sign off completed documentation prior to issue
  • Facilitate the exercise via our etender system (NEPO portal) as an administrative task
  • Advertise via Find a Tender Service, if appropriate
  • Advice on evaluation process

Out of scope:

  • Development of questions and scoring methodology
  • Letters and Post Contract Award Period
  • Legal advice
  • Regulation 84 Report/Outcome Report – details the procurement process, bidders, scores and reasons for scores.
  • Contract management

Option 2 – All Inclusive

Full delivery and facilitation of the process from pre-work, through advertising, to selection and award

Includes:

  • Issue formal written advice on the specification and documentation
  • Our standard Selection Questionnaire (SQ) and Invitation to Tender (ITT) documentation templates and draft contract documents and sign off completed documentation prior to issue
  • Advice on inclusion of social value in the tendering process
  • Advise and develop questions and scoring methodology
  • Market consultation prior to document issue
  • Draft and publish via Find a Tender Service, if appropriate
  • Facilitate the exercise via our e-tender system (NEPO portal)
  • Manage SQ and ITT stages including clarifications and communications via portal
  • Manage evaluation process at all stages – including ‘front-end’ (pass/fail) checks, formation of evaluation panel, circulation of documents, moderation of evaluation
  • Production of Outcome Report – details the procurement process, bidders, scores and reasons for scores
  • Production and issue of award letters and feedback to bidders
  • Management of ‘stand-still’ period and bidder queries/challenges
  • Issue contract and arrange pre-meeting
  • Arrange ‘sealing’ of signed contracts
  • Publish Contract Award Notice
  • Arrange formal contract handover
