Procurement thresholds from 1 January 2020

The European Commission has released its revised procurement thresholds which apply to contracts awarded under the Public Contracts Regulations 2015, the Utilities Contracts Regulations 2016 and the Concession Contracts Regulations 2016.

The public procurement thresholds are reviewed every two years to take into account currency fluctuations. The new thresholds will apply from 1 January 2020.

Supply and services contracts

This covers councils, universities, schools, academies, emergency services.

  • Existing threshold (until 31 December 2019) £181,302
  • Revised threshold (from 1 January 2020) £189,330

Works contracts

This covers all services.

  • Existing threshold (until 31 December 2019) £4,551,413
  • Revised threshold (from 1 January 2020) £4,733,252

Services concerning social and other specific services

This including GP and dentistry services.

  • Existing threshold (until 31 December 2019) £615,278
  • Revised threshold (from 1 January 2020) £663,540

Works or services concession contracts

This covers all services.

  • Existing threshold (until 31 December 2019) £4,551,413
  • Revised threshold (from 1 January 2020) £4,733,252

Procurements that meet the above thresholds must be advertised in OJEU.

The above thresholds are net of VAT.

Central government bodies have different thresholds for supply and services contracts from 1 January 2020.
